UGTO Fleet commanders declare martial law over recently contested "ICC" space. Legality of the declaration is questioned by senior judges with regards to the Humantity and Cultural Rights Act.

Questions are being asked of UGTO High Command after members of the V'ladimir Confederacy Armada declared martial law over several former ICC systems.

Following the recently successful Ceti Bridge campaign, the UGTO have established a commanding presence over the Tau Ceti and CD-36 star systems. However, a press release issued early this week by Admiral Scott Thug of the VCA stating "We shall destroy any non-sanctioned traffic operating in Tau Ceti" has left leading sector business leaders in uproar.

Following formal petitions filed by multiple trading conglomerates that operate within these systems, UGTO high court judges are looking into whether this declaration contravenes the 2260 UGTO-ICC Accord.

Established in 2260 following the Third Stellar War, the Accord guarantees safe passage and freedom of trade for all independent trading vessels operating within UGTO or ICC space, even during times of war.

In a response to the inquiry, Admiral Scott Thug issued a further statement accusing these same trading conglomerates of aiding SFA terrorists by transporting illegal weaponry, and in some cases even senior resistance personel.

VCA High Command say they have launched an internal investigation into thier intelligence divisions, although they have refused to comment on the exact reasons for the declarations.

Recently leaked reports even indicate that the declaration may not have been sanctioned by Fleet Admiral Kanman or other senior leaders of the VCA.

In a seperate incident, UGTO High Command has confirmed that forces were involved in the successful interception of a covert ICC assault fleet.

Three ICC warships were destroyed, and over three hundred commandos were captured and taken in for questioning during the operation in the Aan cluster of CD-36.
