Not so much an Out of Combat Indicator than an In Combat Indicator. Why? Personally, out of combat represents normal ship running conditions. Shouldn't we be alerted when IN combat instead of being OUT of it?
I favor a Star Trek styled Red Alert border around the game screen flashing when in combat.
You don't actually need any sound effects or even an actual Red Alert message or icon. Just a bold red flashing border will suffice.
Simple, elegant, and it gets your attention.
Alternatively, you could do a submarine style red alert. Where the entire conn room goes red when at battlestations.
Maybe all your white icons... or white-lined/bordered icons could simply go red?

Okay, hybrid of stolen ideas.
After say ten seconds (In order to prevent interface items flashing constantly when hit) an extra white armour ring begins to appear, progressively filling in from the edges of each arc. When these lines meet in the centre of each arc, time's up and you are out of combat. To make it even less ambiguous all armour rings then turn white, avoiding the "Am I just barely in combat or out?" issue that occurs with graphical displays on occasion.

u can also make the OOC ring fade from one color to another. green-yellow-orange-red is alrdy used on the ring, so fading from white to blue might work well.
the darker the blue color, the closer to the 30 sec OOC.

I've been playing a lot of Star Trek: Bridge Commander recently, and whenever you get hit a very audible "Red Alert! Shields up!" comes from the first officer. I personally think it would be really cool, not to mention effective, way to announce that you've entered combat. A similar "All stations stand down," could be used for leaving combat. What would be really super mega awesome cool would be if the stuff said was personalized for each of the factions, like K'luth mentions buggy/zerglike swarming things and UGTO being like "Forward weapons online!!!"

No but really that's a good idea as long as it doesn't get annoying. Alternatively maybe a Red Alert/Yellow Alert/Green Alert text somewhere in the UI. Where Green=out of combat, Red=actively engaged, and yellow=waiting for out of combat bonus.

Well if they really wanted to go indepth could make it so you control the alerts.
Anyway Why not have Text flash across the screen that is sitting around 75% transparent so you just see it but barely impares your view saying "YOUR IN COMBAT" and "Your out of combat"
hmmm could even make it so you could pay to personalize the message
