I am reviewing a new advance tactical control and order/mission system.
There would be a great need by the fleet to protect the player.
I might even consider that if the person is killed, work slow downs and economic flux will happen on all of the factions planets as chaos ensues the loss of the chancelor...
The role of chancelor could consolidate fleets in actions and orders in the MV.
We are considering allowing fleets to declare war against each other to settle petty debates, but the Chancelor can call a cease fire at any time and unite the fleets for the comon good of the faction.
Sort of barrowing from the old Scottish Clans...

When I wrote this post my intentions were not to stump for a ICC or any faction President...just a nice little Council to discuss things and plan various devilry.
Faction Council = good
Faction leader = bad
I would feel very strong negative emotions about having 1 person have any type of real power over all clans in a faction. In my experience, someone who decides to to be the Faction leader usually keeps their own Clan's interests closer to heart than their factions...that don't seem right.
Once planets are more important than now and (if) inter faction fighting becomes allowed than a Council would seem essential for all factions. Limited anarchy is great! A council should be around to keep the in fighting down to a simmer if fighting outside the faction becomes more important.
No member of another clan should be given any type of special abilities that allows them to dominate/rule/govern other clans. Any type of Leader should be merely voluntary with the understanding that they probably won't be speaking for more than a portion of that Faction.

well I believe this is a very good idea  some clans AI know have already picked respendators.
