I've tweaked some values in the ICC shields to make them a little better for the ICC.

Shield energy consuption is still the same, additional they still absorb 10,000 points of damage. However, they now fully charge in 200 seconds, UGTO armor fully repairs in 300 seconds for comparison.

This update will no go up until monday.
