It should be an alternative to the Railgun, not something superior.
Give them equal damage, keep the longer range for the GG while increasing its reload time, and at the same time reduce the ammo for the GG and increase the ammo for the RG.
Would give the ICC three choices for their weapon slot: Short range but explosive power (SABOT) Medium range with less power but better ROF(Railgun) or long range with less ammo and ROF (Gauss Gun)

That is if both of the ships are stock, as soon as the UGTO ship equps, lets say a flux wave, the offense lvl of the UGTO ship +10000 thats just for the damage it creates, not counting the system damage
Where as a Pulse Shield only add maybe 4-5000 due to the fact that it only stops one volley of torps, cannons or missles.
So yes for stock ships thats a good model but for modded ships the numbers get outa hand
