Mark another major milestone off for 1.481...

One of the difficult systems was fleet/faction intelligence, and getting it to work accross multiple zones between the servers and the clients.

Unimportant objects, such as asteroids, missiles, and other local based objects are still handled locally to conserve network bandwidth. Important objects (ships, planets, stars, etc) are marked as detected by the server that owns those objects. Any changes in the detection flags are relayed onto to other servers and the clients by LOW priority Verbs. Since planets and stars are always detected (for now atleast) their status never changes, so no bandwidth is ever used.

I'm on to wrapping up the mission system, and fixing the editor and we should be good to go with a stress test.
