Locked planets need unlocked factories |

If a planet is locked you can buy from the port but not build any thing to replace what you bought or build any new items at the factory if the port is unlocked on a locked planet why can't the factories also be unlocked atleast to build more things not cancel any

This is defintely a must have..
I'm forced to lock planets recently because some people seem to know "better".
I've had both Factories (ICC And Kluth) and 3 Barracks scrapped from Ross 3 this night.
I cant fix my Planets every day. And if i lock them. none can mod there either, and theres not going to be any parts left when i need them.
