Smuggling.
There seems to be no clear reason for why smuggling happens, perhaps if troops where stationed in a starport they could help curb it. AIH at the moment troops cannot but put in starports (is this intended or a bug?) .
The prescence of a dictor on the planet could curb smuggling.
I assume smuggling has a negative impact on moral, but it seems very slight. Smuggling sould have some negative impact.
Cheap Power.
If a planet has an excess of power, given supply and demand economics, this would result in cheap power. This could be used to have a positive effect on moral. A Power shortage does seem to have a negative impact on moral, but I assume this is only because of the building it disables.
Employment/Unemployment.
High unemployment could have a negative impact on planet moral, High employment is a positive effect on moral. Use the dome size as the baseline. 10 is average, anything under 10 is low, anything over 10 is high, anything over 20 is very high. etc.
Stationing troops in planet Capital (Hub).
This could signify a state of martial law on the planet. It would have a negative impact on moral, but could hold off rebellion for a period of time, perhaps giving time to correct the underlying problem.

What does smuggling do anyway? Remove items from the port?
