Its completely simple, on the fleet page (fleet page on this website) put a section for info that fleet admins can put in instead of using the motto portion to put things such as Rank requirements to join, or any limitations at that moment.

Sure you can use a homepage, but some fleet people cant get a homepage setup, so its a wquick way to do it...
