Okay sooo from what you tell, there is little (nothing ...) you may do to fix things. Especially not reinstalling from scratch, but this seems a big windows gaming illness. The internet access you get looks like proxified for good, and the proxy you're using is not willing to deal (not configured on purepose I'd say) with port 9001 TCP and non standards net applications. Unless you change your internet access or get to convince your ISP to change its proxy rules things won't evolve.

For people to help you when debugging network problems please provide little traceroute data (tracert) to luyten.palestar.com, and simply try telneting this host on port 9001.
