There has been an addition to the RoC concerning the misuse of Bomb devices. Please read and heed this.

l. Swapping Bomb devices
Description: Swapping out Bomb devices to circumvent the bomb limitation.
Why it's an Exploit: The limtation for bombs was coded to prevent cloud bombing and capping of planets too easily. Swapping Bombing devices in and out to circumvent this is a clear exploit of this designed limitation. This will be addressed in code in the future.
