i think the idea isnt that good as i hate to wait for respawn lol. in MV you cannot drop troops and re-drop in 15 seconds as all planets have indictors anyway and MV is spread out alot more between planets. i also love my self-destructs. i got tons of the

a new newbie mission for scouts could be to run up and grab escape pods, once theyve been retreived the player could respawn

I'd prefer not to force people to wait, if possible... better, I think, is a way to make them prefer to stay alive, or to make spawn spamming less useful.

Fix the cause, not the symptoms.

Large Prestige Loss.

Why would a faction mind if you screw up and lose a multimillion dollar Dread because youre bored.
A percentage of prestige lost per ship would fix it.
15% Per Station, 10% Per Dread, 5% Per cruiser, 2.5% Per Dessy, 1% Per Scout.
That way it will actually take skill to stay in the top of the Prestige List.

I think this would accomplish the very opposite. 15% prestige loss? That's a gigantic amount. This would encourage people not to attack or do anything risky. They would run from battles and never try to make a stand. I think the 1 minute respawn idea would be best. Something even better would be you respawn however they build the ship in the one minute while you wait for a dread. 2 minutes for a station. Just seconds for a scout. That way you can also be destroyed during construction to emplace a complete blockade on the planet preventing anything from being built.
