I DO like the idea, and abuse can be prevented quite simply; given some amount of coding work (RUN! SHIG RUN!) one could have Fleet Leaders issue awards (The Text and Picture) via some Web-interface. Those awards can then be given to their Fleet Members at their discreetion. A Fleet could have a maximum of 5 Awards total available to start with (Make this somewhat individually flexible).
Award-Staff would then review submissions daily and deny any that are out of line or excessive, give that a clear guideline for awards exists (hint, hint, dear fellow event staffers..)
After 2 denials, you permanently lose access to the function.


PS: In the end, that could mean less workload for Award Staff! Now if that isn't an argument..
