1) Build Colony Base

2) Build 1 Spaceport and 1 Fusion Reactor

3) Build 2 Domes, 2 Hydro Farms and 2 Research Labs

Wait for inhabitants to stir up.

When technology is 20,

4) Build an Automated Farm and scrap the Hydro Farms

When technology is 30,

5) Build 3 Fusion Reactors

6) Fill up the space with Deep Core Miners

Should be able to get a 430 rated mining planet.

7) Rejoice and get dreadnaughts like crazy

NOTE: Most efficient on multiple types of resource planets. Without defences, this planet is easy to cap and easy to re-cap. Enough infantry drops to make a Battlefield: Darkspace game. Also if quick enough, scrap the research labs and build two more deep core mines. That'll be 470.

CRAZY THOUGHT: What happens when energy is tradable? Oooo, battery planets. More tactics, more...... *puts hair* UGH

should also be pointed out that if you can scrap and replace quick enough, you can get rid of the 2 labs, and replace them 2 more mine2s
