I was thinking through the current events in MV and how you can handle them. Pretty much everything has a cure except from Plagues.
There IS a possible way to solve this by introduction of another building. The Medical Lab. Having one of these on a planet would first reduces it chances of getting plagued, and secondly introduces and innate resistance thus reducing the plagues time in effect.
Building a Medical Lab would require a certain level of technology. 80 seems to be a reasonable level IMO.
How would this structure benefit other planets?
Much like factories. M-labs would be able to produce antibiotics and antivirals. Now to produce these a planet would have to maintain the required technology level and of course, they would have to be queued up by players, and not automatically produced. Each unit of Antibiotics would protect one unit of population and would require various medium rare base minerals and take maybe 1:30 to produce and require tech 80. Each unit of Antivirals would require some more rare components and protect 2 units of population and take approximately 2:30 to produce and require 100 tech.
These figures are just ideas, and as an interesting side note they could be made untradeable by the server so player interaction would be required to distribute them. So if a planet suffers plague then you will need to find the nearest stockpiles planet and rush emergency aid to cure the people.
For morale....
You could have a special Hyrofarm that produces Exotic foods. This food doesn't actually feed the population but serve to boost morale on that planet. and any planets they are deleivered to (until consumed). These would be consumed at one unit per population and require excess food supply and additional base minerals to produce.
Maybe a better suggestion would be a luxury goods factory which again requires players to operate and produces several different levels of goods which can be traded to other planets to help boost morale.

Something you could add to that is a medical facility could reduce the effects of bio bombs. Each medical facility on the planet could reduce the overall pop/inf loss from a single bio bomb by 5% or so.

OR add an increased population effect.
This idea sounds interesting however.
This could add with several more mission type's
What we could use if this is implemented is a FREIGHTER type ship.
this ship can only carry goods *no infantry*.
Now you can do 2 things, fly a freighter *and get transport XP* OR grab a combat and ESCORT an AI freighter.
This would work as followed.
Destroyer gets order to escort supply's, you reach start planet and select the port, a button with "ACCEPT mission" appears, when pressing that the AI freighter spawns *thus getting rid of excessive ships in MV*
The freighter has some altered commands.
like when you target a friendly ship and press F YOU follow the ship, with a freighter it will result in THAT ship following YOU.
thus making it easy to escort em thru the MV.
now depending on difficulty you could have the risk of one-more enemy's getting the same order only as DESTROY with your location
Ofcourse they can decline that order if they want to.
both sides have fun now, and should give some more things to do
