I noticed that people like to scrap planets just as about to cap and other like to complain about it.Im not complaining(or trying to)but i think if there are enemy troops on planet you shouldnt be allowed to scrap anything.

Or just have it take a certain period of time, depending on the building's toughness.
Perhaps when a building was ordered scrapped, it would begin to take damage until destroyed, at about, say, half or a third of its build time?

what about :
- while nme inf is present on planet, you can scrap up to 2 buildings and desactivate up to 6. Scraping take the same time as building to be effective, deactivation is immediate.
In order to do so you must be 1000 gu at least from planet, orbiting is not mandatory.
It still leaves room for scraping as a true tactical option and should avoid getting planets turned to 20 pop - 3 structures.

I've always agreed with the need to be in a reasonable area of the planet you are scrapping. In MV, i could scrap Earth while sitting next to Exathra...I think thats a little absurd.
