when you turn on the cloak, you can not be seen, nor targeted, right? that's the idea with cloak
when you turn on ECM, you can not be seen, why? ECM sends out EMP that confuses sensors but you should still be able to be seen and be manually targeted.
otherwise, i think, one of them is useless
or why is it this way?

oh, and usually when you tell someone it's an bad idea, it would be nice to know why

I was joking...
ECM already works like this...
ECM shouldnt effect cloak just like ECCM doesnt effect it.
