i hope that is one of the new Annihilation missiles. fired of one of those new UGTO anti station/dread frigates.
the friggate carries one of these missile and is about 2 times the frigate size.
to badd this one misses its target.

I remember in beta, we had PCM's that looked like civilian freighters one time (BECAUSE THEY WERE SO FREAKING HUGE)
Tael messed up some scaling and it was fixed.
maybe something happened with the latest update? freak MV lag glitch?

Its a PCM from 1.482. Someones most likely stripped a 1.482 ship for parts (or using one), and this is the resulting outcome.
