I have to admit I did like it better when R33 was a backwater 'memorial' system rather than a front-line 'hotspot' system, but either way it is perfectly legitimate to cap it...

The fact that there is a R33 system is the memorial. It was a matter of pride that held such a rigid defence of the system, not that it was off-limits.
For rememberance services control of the system has always been reverted to UGTO, to show respect. IMHO it is disrespect to draw such a topic out in the open and use it for such a petty affair.
