you only planet hug when enemy forces > than you're own and u dont wanna die.
if UGTO is sittin on outskirts with 10 ships and theres only 4 ICC then i geuss they have the right to planet hug... but thats just an example XD

If i recall that wasnt us planet hugging. it was just the LAGGEST day iv ever seen in the MV  was fun tho.
