I feel there is no best pilot overall but there are certainly a group of individuals who stick out amoungst the rest because you notice some of the deeds they have performed recently or years past in combat.
UGTO:
Nim*
Commanderhawk
Nemesis
Dion
(These guys are good flyers, when not in stations and with some teamwork they can hurt you.)
ICC:
Stealth77
Sheng
Sol Badguy
Rogue Trooper
Light404
(Riddled with lack of decent shields which has been given a boost recently in a patch, I have noticed recently that they are starting to increase their numbers again and when this happens they can certainly hold their own, good job guys for hanging in there, lot of respect to those few who give dedication to their faction even when they have been a little hand tied)

Silent Threat
Red dragon
Azreal
Darkscorpion
Pakhos
Tommas
xTx
Smartin (Get your butt back in game)
(I feel these guys are the what most others see as the K'luth front line combateers, some are great tacticians, great wingmen and very good combat pilots, if you fly K'luth I guarantee you learn a lot from these chaps.)

UGTO: Jack, Dragonsword.
ICC:Veronw, Jim Starluck.
K'luth: Sanity assassin, Pegasus or Pakhos.

Not even got the mention of more friendly combat opponent? LOL!
On march 17 is my 5Th DS bday.
Was part of hundreds of combat encounters, but ye.. lag and desynch in past versions never let me combat, dedicated to sup and stations
