To make it fair, I think EMP Cannons do more damage to shielding than regular weaponry. So there are anti-ICC weapons as well. And the K'Luth do possess enough firepower to tear through shields as though they are paper, and even with Reflective Armour, the UGTO're hard-pressed to stand long against K'Luth volleys.

You forget to mention one thing... kluth ship will be blown to bits and ICC/Uggies still have considerable hull to spare.
EMP cannons are limited to 1 faction only if that is the case and both of them had reflective armor/Shield to counter kluth weapons.
Unless of course you have the number game and result will be different. 2 vs 1 or 3 vs 1 for kluth to win a battle.
Thats why Luth chooses the time and place of battle.. part of its general stratgey is to get near a target fire volley (reserve some enrgy for cloak).. hide or jump after that. Now it the turn of ICC/Ugto to not let them go.. they have lots of them as mention in the above post.
Do you think with its paper weight Armor and a way to counter the cloak effectively would make Luth playable?

I've played all factions, and I cannot say that I find your concern with the "blown to bits" a plausible one. I've jolly fine well enough seen K'Luth ships go toe-to-toe with UGTO and ICC vessels of similar class and emerge a victor, to say nothing of the ridiculous speed our armours regenerate at--second only to ICC re-active armour, which doesn't provide any defense whatsoever against anything with a big number of guns. (ICC Shielding can't be transferred swiftly enough to mitigate the damage adequately)
And no, K'Luth would jolly fine well be hard to play if you now also take measures to disable their cloak, especially when you consider the Interdictor Bug something that may well be fixed sometime in the near future. My sense of proportion, however, teaches me that the number of Scouts and Escort Destroyers actually deployed are few and far between, so I'm not too worried yet that it will be game-breaking.
I just strongly advise against the movement and suggest for ICC to develop strategies more adequate at fighting K'Luth--I know they can, I've played alongside ICC and we've beaten the K'Luth with missiles.
