They should at least try it. At this point there's nothing to lose. Get rid of shipyards and give us scenarios for like a week, with no time limit (just like the old days).
I'm not sure how many players today never experienced the awesomeness of the old scenario servers. When everyone is crammed into the same map, there's always action, so even when there's few people playing it doesn't matter.

Quick Scenario Server:
Uncappable shipyard "HOME" type planets with only 60-70 tech (whatever allows destroyers to spawn), infinite resources, unbuildable on (locked to chief marshal or some inane rank higher).
Load up Sagitarious. Place previously mentioned planets at the gates to home systems.
