You can't make heads or tails of a report like that. They get too heavily filtered by the in-place Pentagon and CIA operatives at CNN (Fox, AP, etc.).
Part of me says we screwed up and did the South Park, "He's COMIN RIGHT FOR ME!!!" defense (i.e. rabbit meandering in a cabbage patch, minding its business... hunter justifies killing it by yelling, "He's COMIN' RIGHT FOR ME!").
The other part doesn't know whether this comes from anti-USA parts of the government or is just a minor bit of posturing in negotiations and relations with the USA.
