Does it require you to enter a credit card? You should be able to just link a bank account to it. Unless they changed it.

In the account overview screen go to My Account> Profile> Add or Edit Bank Account
Add your bank account, you will need to do a confirmation process, they will transfer very small amounts of money into your account and you will have to report back to PayPal the exact amounts.
Once the account is verified you can go to My Account> Add Funds and you will be able to draw funds from your bank.

I hope not..
Normal you just need a signed document of a legal guardian.
And for paypal if i recall you need to be 13 (or 15 don't recall exactly) so yer in luck. (But if its 15, just up yer birth date, they have no power to verify yer age trough a bank account.)
But once you have set up a paypal account you should have the option to
Add funds and have the option "Transfer Funds From a Bank Account"
There are two ways, either you verify and link a bank account like Sops has explained.
Or you get information about where to wire cash to from yer bank account that requires special detail information..
(e.g. send cash to 194.25.165.12 with details "K8FBG#PS1"
Should work.
In addition DIBIT the default payment manager for DS subscribtions accepts foreign currency's, free or for a small extra charge..

To be honest with you, you're a little stuck. Being only a teenager is unfortunate, but the only way around this problem is either get your parents to sign you up and subscribe which you have already mentioned they do not like paying for pay to play, so the other options are ask another relative or ask a friend who can do it for you.
Either that or look at the other pay options available for you, i.e paypal, pay by cash which can take a while to setup.
This game is centred around one developer and some Amateur part timers who help for free.
The level of support is going to be very limited and mostly its been Sops who is a player that's been helping you.
As most if not all avenues have been explored, it does not look like there is much more that can be done to assist you. Sorry.
Unless by some stroke of luck a kind player out that will sub you an account, or wait for the 2 weeks free play which tend to happen every 3 to 6 months.
