One of the main reasons why there aren't cruisers that can beat dreadnoughts because of the argument that if cruisers are as good as dreadnoughts, there is no point to ranking up to getting Dreads.

This is true.

So if there are high ranking, smaller class ships, doesn't this eliminate this problem?

Have Admiral/FA/GA/M versions of frigates, destroyers or cruisers that require badges above gold.

This gives still gives incentive to rank up, and in addition, still gain more badges and put them to good use.

They would contain layouts similar to current small class ships, the only difference is that they would be of higher level, thus more effective.

This maintains that Dreadnoughts are still the best (as they still have the most of everything). It just means they wont be the only ship (as it means smaller ships will now be around, they'll just be more powerful than their alternatives).

Not to mention the lack of artwork for some current badges, the blank shields I submitted are boring and were not ment to be used by themselves.

the glass effect is rather squarish. Also i just done like all these badges.
For real, your in the navy. They dont have a bronze, silver, gold, platinum and 10 more badges for the same thing.

I give +1 to this, but please dont make a superdread.

these should be available for the hardcore players, and it makes them outclass other cruiser/dessie/frig pilots, but by having the (comparatively easy to aquire) dreadnaught available to them stops them being horribly outpaced by the veterans, and stuck in a perpetual state of inferiority.
