I've suggested before that hangers should have a slow repair rate, would help fix that problem.

The reason why repairing is slow is because repairing can also take place during battle. If its too fast, then it gives a bit too much of an advantage.
I do agree the 5% hull thing is annoying. I'd rather it be that you spawn at 100%, but it costs planetary resources to spawn a ship from your garage.

i prefer that you lose your ship completely when you die like it used to be. i hate this "you die but you don't lose your ship" crap.
