A thought I had after reading a different post:
If you are an unsub, and you want to create a fleet, try using the XFire for your fleet page. You get your own forums and all that there. Then when you and your friends get your ranks, or finally get your hands on pappa's Visa, or whatever it is that you are waiting for to sub, you can start the fleet on DS.
Was thinking of something like this:
Fleet: LobbyRats
Tag [LR*xf]
Imagine a fleet called LobbyRats. Because they NEVER will sub without the end of the world approaching, they have no chance of having an officially recognized fleet.
But, they can start the squad on XFire. Then they simply add the tag to their name (LR for lobbyrats obviously, the xf for XFire fleet).
Could help keep a group together as you work your way up to 1st RA, or for somebody who can't sub but wants to try to start a fleet.
Just a thought.
