think thats the problem most games face. they rely to much on calculations done "on paper".
what needs to be done is to take few (nothing major obv) changes at the time and actually get them to live to be tested, because there isnt a beta server in the world that can compete with a live server for good info.
yes it probably means abit more work but it also means that the changes gets properly tested. i've been on the beta server a few times recently but i can't see a point in it as theres never anyone else there to test things with...
...this is probably the only good thing SOE does with planetside, they test minor changes on the live server, leaving the really big changes to beta.
so maybe this is actually something worth concidering?

If you read the rest of what I wrote, I am saying that much of the ship design is not on paper. IE gadget location and arc's. This is probably the most important aspect of the design process, and relies on both an intuitive feel for how a design shoudl work, and a lot of actual testing.
We do test everything on beta as far as possible. Unfortunately it is limited by the number of players available, and it is not possible for the development team to catch every bug by themselves. We also have access to scripting which can be used to simulate some game conditions, but it will never compare to player interaction. Our AI is simply not good enough for that.

wich is why i suggest to put the minor changes on live directly that doesent have a big potential to be bugged to heck.
i honestly think that would work out pretty well.
we actually get to test those changes in a live enviroment and you probably get more feedback then you ever had
imo its a win win situation
