my humble opinion is

limiting planets will greatly destroy the original goal of mv.
it would be usefull however to have 1 planet protected / system to spawn ships, it's very unconvinient if you have to come with ships from other systems (if you are not in your home system).
Or in the worst case you lose your home system and you have ownly basic ships at your disposal. It is more difficult to bomb then it was in the past and if you try to bomb in a small ship with having a dread at your teal, well ... it's really difficult to make a come-back then.

The greatest problem is often the +/- limited players at some times of the day. In order to make a succesfull come-back into a system, you need a big reliable group of players with good ships.

So because there is almost just nothing to do if you log on into the wrong faction with has no planet in the system and you are (by far) the ownly player on that faction, then all you can do is try to find some npc's to occupy yourself (but the amount of them was nerved in mv a while ago) or logoff to join another server or to faction jump.
This might go better once missions come into play (see dev logg) to occupy players a bit more.

Note, the above is ment for mv, it does not apply to scenario servers.
