Order system can only order AI. Fighters are at the moment NOT AI but dumb tracking projectiles with a sort of script that will try to fire the cannons every few seconds.
Once the fighters get there long overdue overhaul, at the time they will get some sort of proper AI and we finally be able to give them orders.
