Here's a wonderful, perhaps unconsidered thought.

Lets say instead of requiring resources to be distributed by transport, lets say for the sake of smooth gameplay that resources on a planet are automatically interconnected.

Lets put it this way. All the planets in a system can hold a certain amount of resources, right? I say that every planet with a starport in that system, contributes to the pool.

The pool is the sum of all the starport planets in a system.

What this means is that when any ship spawns in that system, it draws from the pool rather than from the planet the resources are on. This means that ferrying resources is no longer required (eliminating AI transports), and contributes to smoother gameplay by utilizing all the resources effectively at once.

I feel though that this requires a little balance.

I would strongly support resources on a planet be drastically reduced, so as to not create too large of a pool to be drained. Back to the levels seen before would probably be enough though.

Your idea to reduce dependence of shipyards on resources on a planetary level would make transporters be limited to inter-system or inter-server resource hauling, but this also makes systems with low planet count become less useful. For example, the current BD43 in cassiopeia has two planets, and current Kuzco in Lacerta has only one planet. It would prove fatal if the factions wanted a shipyard in both the systems. Same applies for systems which have large numbers of barrens

Ofcourse, not to say I don't want that .

But this idea should also be extended to workers, food and possibly infantry aswell, on a cluster level. Each population/technology update, some of the extra workers of planets are shipped around the cluster to neighbours who need them, and both should have starports for transfers. Maybe add missions where we ship populace who want to spend vacations, or diplomats to planets with low morale. Just a thought.
