Your missing the whole point. AI is going to be introduced to the Fighters. They are going to have a initial overhaul. I am just offering ideas for the Programs while they do this. Apparently you missed the talk about fighters getting AI overhauled.

I don't mind people offering new suggestions for Fighter System. I actually want to see the fighter system thrive.

I can't speak much for AI, but perhaps instead of being treated as missiles, fighters... or a squadron of 5 to 8 fighters, can be treated as a frigate class vessel, but represented graphically as a group of fighters.
Now, as the squadron takes damage, u begin to reduce the number of fighters and corresponding weapons until they hit zero and get eliminated or return to the mothership. Being individual AI ships (to the system), you could then order them about.
Of course, how you would make a "ship" spawn from another ship is another matter altogether. This is the simplest implementation I can think of from a programmer's perspective.

Devs can probably create a class of objects similar to platforms, as they can spawn from player ships. Similar to their requirements of resources, time and drones, we can have a single fighter deploy device, which shows how many fighters you have, and allows you to individually change their composition. Upon usage, it builds a fighter squad with orders such as 'follow target', which may vary according to target and squad composition. Additionally, it may consume some resources to deter bomber and fighter spamming for free. This would force carriers to store resources in the cargo, creating need of tactics.

you would need resources to build fighters, but carriers usually come with fighters already in them
so you might be proposing we can't reload fighters with sup drones, but we can build them

sounds great.
we probably could use torpedo bombers for taking out stations/plats, maybe dreds.
anyway, sounds cool.
