I'm some what curious to learn why this beacon got changed back to what it is now?

With currently only the scouts having beacons, a ship fragile and very likely ending up high up on the priority list to get blown to shreds first. Beacons should have more use/value to them or at least be better then they currently are.

K'luth pretty much still have the upper hand in combat, for the don't have to turn in a combat ship to get a utility ship.
While cloaked they are able to position them selfs to strike when it best suits them.
ECCM devices only delay cloaking time, but do little to nothing while fully cloaked.
Getting pinged by ECCM only briefly reveals their location and unless really close, most fire manually fired towards them don't hit home.
