I wonder if this might be possible. See, beacons really only serve one real purpose now, and thats just to help reveal Kluth ships.
I propose a small, and simple addition to this.
Make it so that beacons act as allied ships and your ship do, and detects ships in a radius around it. This essentially acts like the reconnisance fighters we have, except its because its attached to things. It becomes essentially a tracking device as well.
This doesn't mean that Kluth ships remain visible even when their cloak compensates for the beacon, it just means that the area around a ship with a beacon attached becomes revealed showing enemy ships as if there was a ship nearby detecting it itself.
This has a multitude of uses, and give many ideas.
Things such as attaching beacons to planets, revealing an area of planets, or tagging fleeing ships, so you know where they go, or tagging ships so that they remain revealed at other sides of gates, at enemy clusters, and so forth, giving a true meaning to recon.
There could also be the possibility of 'detonating' beacons, allowing a small area to be revealed. But it would have a much shorter duration tha if it were attached to the hull of a ship or on a planet.
The idea is to move the scout role from a niche anti-kluth ship to a more contemporary reconnisance ship. It would give real incentive to use beacons more in common warfare as the ability to gain scouting or recon prestige is greatly enhanced and its tactical usefulness is more apparent in fleet operations.

Make beacon more subtle, make it destructible by enemies upon detection, and this'll do good.

aaannnd beacon spam became so absurd you'd end up with a 200+ signature for about 15 minutes and couldn't do much about it.
