Can not use ships at my rank level |

When I try to select a ship at 2nd rear admiral it appears to have the rank highlighted in red. Is there any chance this is an issue because I have a really old account that has been reactivated?

You're in Ursa Minor probably. Select a shipyard outside of that cluster.

there is rank limited areas,choose a dif location

It has already been answered, yet i direct you do the Manual Chapter 5.3 so you know where not to spawn.
