Award leadership positions based on an arbitrary game mechanic?

No fleet is on at all or most of the time, especially ADM, SPD and EAFS which has gone mostly inactive.

hmm judgeing by those satistics......FTL is the only ICC fleet still alive

hey all!
Read all and found it very interesting and true most of it. My proposal is the following:
Doesnt matter what faction is your fleet, you will get some different prestige by doing some of the things said before. This ranking should be on every 3 months, so, the first 4 highest prestige fleets will join a special tournament or championship.- The 4 winners of each tournament (1 year) will qualify for the big final fleet challenge and can be blessed with some of the following ideas...
The winning fleet, as suggestion, can have a % factor to multiply or boosts ur prestige earnings. Also, can have special awards (very rare enhancements) and / or medals. In a near future, the best fleet can have for a whole year a UNIQUE AND SPECIAL SHIP / ENHANCE, as an award for 1 year of hard work.. and so on.. this are just thoughts, but will boost fleet activities.
Im CEC leader since 2004 and tried many times to create squads and others but there was no real motivation for that in that time...
