actually...
UGTO standard armor has 17.5% more HP than ICC composite armor at the moment. UGTO armor is slaited to have another nurf (think its in beta now) and i dont know how much % its being cut by. Probably down to around 15% more hp than ICC composite. (dev team seems to like multiples of five so im betting on this).
Active shields have around 90% of the HP of composite armor.
Reactive shields are around 65% - 70% hp of Active shields (this is the only number im kind of unsure on)
Standard = 100%
Composite = 85.47%
Active = 76.92%
Reactive = 55.55% - 59.82%
(my math may be off. Ive been up for 24hrs playing skyrim at this point)
But remember guys, HP is not everything!

doesn't seem like it would be hard to implement. it would also allow the ICC play style to evolve alot more. Could some form of this be implemented and tested in beta?

FYI, that's back when shields were bugged and ICC were considerably OP compared to, well, everything.

I would agree that it looks OP but he still raises a good point. At the moment icc shields are like wet paper and don't crumble when hit by space dust...

It's no different for other factions. In fact, you have the benefit of being able to shunt HP around, whereas others do not.
A lot of players seem to be in this make-believe land wherein they believe only ICC is affected.

The biggest issue currently is the dev stated balance of 2 ships=1 ship 1 hull size larger not existing for UGTO.
A single UGTO Gunboat can take on 2 Combat Dreads and a Cruiser and send them all packing, even kill them if they don't run (I've done this personally with just engine trails and a few minor enh so yes, I'm 100% sure it's possible), an ICC or Kluth Destroyer of any type has 0 chance of EVER performing such a feat. ICC will run out of ammo, Kluth won't be able to do enough damage from outside of beam range.
A single UGTO Battlecruiser can easily kill an ICC or Kluth station by itself, a single ICC or Kluth Cruiser of any type has 0 chance of EVER performing such a feat. ICC will run out of ammo, Kluth won't be able to do enough damage from outside of beam range.
A single UGTO Frigate is more than capable of taking on an ICC Cruiser or Dreadnought and killing it if it doesn't run. A single ICC or Kluth Frigate is little more than an annoyance to a UGTO Dreadnought, and an ICC Frigate may or may not kill a UGTO Cruiser before it runs out of ammo.
Basically, smaller UGTO ships have no limitations on how well they can harrass or even kill larger ships provided the pilot knows how to properly use them. No amount of skill will allow an ICC or Kluth player to be as effective because of ammo and range limitations, but at least Kluth can decloak a Siphon in a UGTO Destroyer or Frigate's face and blow it up.
Also, a large part of ICC's current combat endurance comes from using defense mode during combat, when defense mode is removed and increased shield regen is switched over to the 30 second out of combat timer it'll be back to the way it was before with ICC being subpar in almost every way.

You seem to forget ICC have the exact same 'problem' (which isn't a problem, it's just people fielding ships that counter the others rather well).
