...doesn't my pres go up from bombing? I emptied a total of 72 bombs onto a planet(probably somewhere closer to 60 with the PD'ed ones) and got a grand total of 1.6 pres. What gives?

That's why. You don't get a whole lot of pres for bombing troops with neutrons, you have to use mirvs and blow up structures.

bombing troops with neuts is ok, you should get ~25 - 30 pres for bombing off 32 inf from a planet.
Taking off structures with mirvs doesn't get you very much tbh. And bombing population by targeting the planet diamond gets you nadda.
For best use, swap to telekinetics or mirvs because you get a bigger payload, target infantry, and bomb 2 bombs to a stack of 4 inf. When all inf are gne, hop out, reload, and hit the next planet. This will get u bomb points faster than anything.
