I'd have to disagree on that. Cloak is 100% vs. any missiles targeting you, has lower cooldown than Pulse, and has no range limitation.

Flux now has no downside, it hits all targets in range with the added bonus of no more FF, and as Defiance pointed out it will also damage cloaked ships though it doesn't reveal them.

Pulse is limited in both range and effectiveness.

But as to the original post, PD in general seems to be less effective than it should be due to missiles not rendering when large numbers of them are being fired. With Shrouds you can sometimes see the missiles themselves but can't target them regardless of how much ECCM is in the area.

Battle Dreadnought
Sensor platform
Supply platform

Comm Stat had ECCMs on
Battle Dread had ECCM on
Sensor plat has an ECCM

Shroud missiles kept getting PD'd by everything, but dealt massive damage anyway.

And we were positioned for maximal PD coverage, they still kept hitting despite the dozens of unobstructed beams shooting them down.

In my personal opinion, this is not unexpected. If you sit around like a lemon in a large ship and allow a missile ship to bombard you from a safe distance, you are playing right into its hands.
Missile ships are designed to blow up big, juicy targets from a long way away. They are very good at pelting stations and dreadnoughts, as any UGTO player who tried to attack Fargo Rock will have noticed.
You do not defeat a missile ship by sitting there and allowing it to fire missiles at you. This is what it wants you to do, because you will expend energy on PD and some of the missiles with inevitably get through and/or cause splash damage anyway.
Smaller ships can chase down missile ships and pelt them at medium-to-close range, where their missiles can't fire or can be evaded. Similarly-sized ships will outgun a missile ship so they can get away with just jumping on top of them.
If you're piloting a station... Well, congratulations, you have encountered a ship that is optimised for killing you.

TL;DR: Don't sit around slowly spinning and expect the enemy to be somehow ineffective.

Scanner tends to work better - ECCM only covers a small area, and latency can factor in.

Personally, I can PD shrouds no problem. I sat around Twilight in a CD for 1/2 an hour to an hour PD'ing the missiles from 2 Ganglias before I had to retreat(supporting missile cruisers got hit from behind by a Brood).

I could have gotten close but there was a hungry siphon lurking around.

If I managed to get into the 300-400gu zone out of reach of the 'ruptors, I would still get pounded by those lousy Shroud missiles.

I seriously don't get why stats are able to bombard you with missiles at such a close range. I'm talking from a game play perspective, not the mechanics of it being an arc or whatever.

lol. I'd love to set up the same scenario, and give you the Gang, and me the combat ship. Let's see exactly how op what is....

I know ICC ships, and I may be one of the most long-lived K'Luth still around. In that scenario, you push an attack against the Gang.

If he cloaks, he cant hurt you. If he doesnt, he loses armor faster than he can get out of the dictor. If the Siphon or whatever uncloaks, you jump away or find better position. Small ships vs K'Luth dreads is where it's at. The only answer for a Kluth is to cloak, which makes him a null threat.

Seriously if its just latency then i dont get where two CD's cant PD if one got bad latency then most likely the other has enough to see the missile and pd them i mean seriously but does latency really effect PD since its an automated system

I was in a CD with one ECCM earlier and I PD'd fine - Persistance did fine too.

Pulse beam range is too short for a PD weapon (imo) . Missles got faster and bigger ones have AOE wich is wider than PD range. Pulse shield supposed to* work even when youre suffering from +600ms* latency. And with the latest figher AI pulse shields lost most of its effectiveness. and i experienced 65% of hitting change and seeing only PDing 2 of 8 missles which is a bit ... And even after cloaking, luth missles keeps tracking the target(dont know about fighters). so if youre not flying with an escort dessy it got much more difficult to survive under missle rain and figher attack.

So then what if we extend the range of the Pulse beam we no its limited range and sure it quick recharge but not that quick lets extend its range
