Is there any way that when I use the Jump Drive and decide to abort after starting the movement, not having to wait the full charge?.

I've seen some ships make 2 jumps, without waiting. I do not know if it's a problem of lag in my account or is there some method.

No.

There's no way to hack it either. The server will flat out refuse to jump your ship if it's still recharging.

I'm not sure what you're asking.
Are you asking how to cancel a jump alignment or jump in progress?

MI have no cooldown on their JD, but aside from that I don't think this is possible so it's probably lag/desynch making it look like a ship has stopped mid jump and then suddenly it moves again and finishes jumping.

i have seen same, couple of days ago, ship jumps towards me, stops 700 gu behind me, 2 sec later it jumps again 50 gu behind me. it wasnt ai but player.

seems a hickup in server, but i have no idea how to reproduce
