afaik reactive shields are set to give really low signature while they're on so when you turn them off it wont change your signature greatly.. http://www.darkspace.net/index.htm?module=forums.php&page=/viewtopic.php&topic=52860&forum=5
dunno if these are the current signature levels on shields....

reactives only generate .1 signature while on, so it's not a huge difference on or off
