The major problem with ICC shields is that it takes two people to bomb an ICC planet, whereas any lone wolf with half a brain cell can solo bomb/cap luth and UGTO rocks. Cloak field is just bad idea. Trying to find other work-arounds is a bad idea, as it always ends up dumbing down everything.
What if we had bombs that didnt do structural damage, and only did biological damage, ei. takes out troops but not structures? Seems that could work...

We have those. They are called neutron, and bio bombs if I recall right and yes bio bombs and neutrons may still do a small amount of damage to structures, and also torpedo the population quickly. I would ask: what is the point of having a bomb that does only damage to infantry? It still doesn't address the issues raised regarding shields...and the UGTO and K'luth are acquiring bomber dreads so I think the issue on ICC shields is heavily mitigated.

Yes. It has. This was my point. Bios and Neuts do not bypass shields like they used to. It was changed so they are also stopped by shields, and still only do bio damage. It wasnt lopsided before. Now it is.
Having to use bio bombs meant the planet still beat the daylights out of you while you targeted and destroyed inf. Bio bombing took longer and was a little less acurate.

it doesnt take 2 people bombing to bypass shields, it takes weapon racks. also after you jump out, resupply, and come back the shield is about 20-25% and the 3rd load of bombs dropped will do damage. There are only a few icc planets that are impossible to bomb as ugto with MIRV because it will shoot you, but that is what the siege missles are for, take out shields from far away. after shield down the siege missles tend to suck though, since they only deal damage on the middle ring of the planet. so getting new missles and come back, shield prolly at 40% again, thats 4 drops of bombs meaning 8 left to hit inf/power/whatever.

Siege missle is at the very bottom of bombing tool. Even an infantry is much better than a siege missle.

This. I can disable a shield and dico by myself before having to resupply, if all my bombs hit.
And as pointed out earlier. My faction now has a cloak capable bomber dread with what, 9 bombs?? Planet Shields are going to be even easier to take down in 1.7
