dont forget having "encrypted" frequencies that bring up a passcode box before you can listen to them for private chats.

Modes:
MV only, no voice chat in free servers IMO. Advertise it as a perk for subbing.
1. fleet chat - default
2. faction chat
3. private room chat
Maybe your friends list is your default private room chat list, or add a selector button called "voice chat" and you build it manually - /pchat add @30422 etc. (private chat)

I like Jim Starluck's idea the best. My only addition is that when on an open faction frequency, the person speaking at the time will have his name stated in text on the screen, such as: "NubMarine adressing faction/fleet/whatever..." that would be a good way of figuring out who is speaking to whom...
